Removing Barriers to Achievement

The Government's Strategy for SEN - Overview of South West Region - May 2007

Making Use of Data (Revised August 2007)

There are two parts to this toolkit for Local Authority Officers with responsibility for provision for children and young people with special educational needs/learning difficulties and disabilities. The Guidance on Using the SEN/LDD Matrix provides background information to the Making Use of Data - SEN/LDD Matrix. The matrix identifies well over 100 datasets relevant to the planning and monitoring of provision for young people with special needs. Both parts of the toolkit have been revised to reflect the changes in the datasets introduced as part of the APA and JAR processes in 2007. More information about these changes can be found on the OFSTED website.

Low Incidence Needs Audit Report

This Audit was commissioned by the DfES as part of its strategy for SEN and Inclusion and was undertaken by the Special Needs Consultancy.

This Audit arose from concerns about the consistency and availability of support across the country to meet these needs, particularly when some children were travelling long distances from their homes to access the support they required.

The report details the methodology of the Audit and makes a number of specific recommendations that will be of interest to all working in this field of endeavour.

The NfER evaluation of the Regional Partnerships

In autumn 2003 the DfES had commissioned the National Foundation for Educational Research [NfER] to undertake an evaluation of the SEN regional Partnerships up to December 2005. A previous evaluation [Ainscow et al 2002] had discussed the first stages of the development of the Partnerships.

The present report represents the final stages in the evaluation and was carried out at a time of considerable uncertainty in the life of the Regional Partnerships. This uncertainty had a minimal effect on the highly committed stakeholders and this further emphasised the strength of the networks and collaboration of the facilitators in the regions.

The key findings speak eloquently of the contribution made by the Partnerships towards the government’s agenda for the provision of pupils with special educational needs. Both the report and the summary repay a closer reading.

Parent Partnership Services National Benchmarking Data 2005

The year 2004 saw the first ever published data on national PPS. It was the first attempt to collect data at a National level. It gave a snapshot of the range of data that had been collected. It was intended that this would form a baseline and be repeated in future years in order to provide evidence of trends and developments.

The most current data for 2005 is now available and provides a snapshot of the range of data that has been collected. Two copies have been sent to every PPS. This data will enable ebery PPS to benchmark against their statistical neighbours and within regional networks.
It is felt it will continue to be of particular interest to:
